The summer months are usually a little quieter but this has not been the case at OCIMF.
This month we published the Recommendations for Oil and Chemical Tanker Manifolds and Associated Equipment. This publication, under various titles, has stood the test of time since 1971 and is the seminal document for the construction of oil tanker and terminal manifolds ensuring global compatibility and enhanced safety at the ship/shore interface. The 2017 revision has been issued as a first edition co-authored with CDI, who have brought their extensive knowledge of chemical tanker manifolds into the publication. The 2017 edition covers the changes in vessel design and operation that have occurred since 1991, such as hose handling cranes, externally framed vessels and vapour/LNG for fuel manifolds. The Recommendations for Oil and Chemical Tanker Manifolds and Associated Equipment is an essential reference document for the oil and chemical shipping industry and is from www.witherbyseamanship.com.
In April this year we launched the revision of the Tanker Management and Self Assessment programme and its supporting book. Ship operators have been given until 31 December 2017 to convert their completed TMSA2 into a draft TMSA3 using the automated facility in the programme. We are now about half way through that period and, to date, out of the c.800 active TMSA users about half have either completed or drafted a TMSA3. After 31 December all TMSA2 documents held by OCIMF will be archived, meaning that future TMSA3 documents will need to be completed from a blank form. Ship operators with active TMSA2 documents are encouraged to use the automated facility before the end of the year to make the transition to TMSA3 as easy and efficient as possible.
After 17 years of dedicated service to OCIMF, and specifically the SIRE programme, Geoff Snow is retiring. To put in context what has changed in those 17 years, SIRE has moved from dial-up and fax to website/PDF and Webservices. Geoff has been integral to the development of the IT side of the OCIMF suite of programmes and he can be proud of the legacy that he leaves behind. On behalf of OCIMF members, the Secretariat and the many ship and terminal operators that use OCIMF programmes, I would like to thank Geoff for his huge contribution to the success of our programmes and wish him, and his wife Lucille, a long and happy retirement.

Recommendations for Oil and Chemical Tanker Manifolds and Associated Equipment is out now
The new book from OCIMF and CDI provides clear recommendations and guidance for oil tankers, chemical tankers and dual classed oil/chemical tankers with the aim of achieving improved safety, standardisation and compatibility with terminal facilities.
It takes account of the many years of industry experience with the previous guidance and builds on the earlier recommendations.
The following summarises the more significant changes that have been introduced:
- Guidance has been expanded to include chemical tankers and dual classed oil/chemical tankers with the aim of achieving improved compatibility with terminals.
- The four tonnage categories in the fourth edition of Recommendations for Oil Tanker Manifolds and Associated Equipment have been increased to seven.
- New recommendations for ship owners to install higher capacity hose handling cranes and associated lifting equipment for cargo hose handling at offshore marine terminals on new ships contracted on or after 1 January 2019.
- New recommendations aimed at addressing the risks associated with access and working at a height.
- Changes to recommendations on the position of vapour manifolds.
- New methods of calculating manifold loads to more accurately reflect the increased frequency of offshore operations and to specify the recommended materials used.
- New guidance for shipyards and vessel operators on where to install LNG for fuel flanges at the vessel manifold.

Progress on the Mooring Equipment Guidelines
A group of OCIMF members and Secretariat met from 8–11 August to review feedback on the final draft of the Mooring Equipment Guidelines, Fourth Edition (MEG4).
The purpose of the meeting was to finalise the technical content of MEG4 and address any concerns that may delay publication. The meeting team reviewed and addressed nearly all comments received and are resolving outstanding issues before the publication process begins.

Middle East Regional Marine Forum
The final agenda for the OCIMF and ENOC joint event (OCIMF Middle East Regional Marine Forum and 10th ENOC Marine Workshop) is now available.
The theme of the joint event is ‘Sustainability: The Future of Shipping’.
The event will take place at the InterContinental Dubai Festival City in Dubai on 18 and 19 September 2017.
Day 1 is the ENOC Marine Workshop.
Day 2 is the OCIMF forum which is split into two sessions: the morning session is open to all members and non-members and the afternoon session will be open to OCIMF members only.

South and Central America Regional Marine Forum - dates
The OCIMF South and Central America Regional Marine Forum will take place in Cartagena, Columbia on 6 October 2017.
The event will be supported by the Sociedad Latinoamericana de Operadores de Terminales Maritimo Petroleros y Monoboyas (SLOM), who will be holding their Jornada event on 3–5 October.
This is the third of the new-look Regional Marine Forums, which were previously called Regional Panels. The new format allows both OCIMF members and invited industry guests to come together to share best practices and initiatives, as well as to keep up-to-date with developments at OCIMF.

South and Central America Inland and Coastal Barging Focus Group
The South and Central America Inland and Coastal Barging Focus Group (SCAICBFG) held their 7th meeting in Buenos Aires, Argentina on 30–31 June 2017, hosted by YPF S.A.
10 members attended with 4 guests from the host company. A wide range of agenda items were discussed, including:
- SIRE statistics and data mining tools.
- Training results and potential changes.
- Work towards creating a Cat3 Inspector Annual Subscription/Auditor Payment Process similar to the process available for the North America Inland and Coastal Barging Focus Group (NAICBFG) and Cat 1.
- The closed loading white paper.
- Planning and development of future operator seminars.
Members also discussed wider matters involving South and Central American barge inspections and operational safety matters.
The 8th meeting will be held 2–3 November 2017 in Lima, Peru and will be hosted by Repsol.

Geoff Snow retirement
The 31 August saw the end of an era for OCIMF with the retirement of Geoff Snow.
Geoff took over the reins as SIRE Programme Manager in 2000. In his time at OCIMF he has seen many changes and managed growth that has far exceeded anything imagined when SIRE was conceived. Geoff’s contribution has made a huge difference to the safety, environmental performance and success of the tanker sector.
It is a career for which the industry is grateful. Congratulations on your retirement Geoff, we wish you all the best.
